政府经济性评奖为了提升企业绩效吗?——基于2018年“中国企业综合调查(CEGS)”数据的实证研究

Is the Government Economic Award Intended to Improve Enterprise Performance?-An Empirical Study Based on the Data of‘China Enterprise General Survey(CEGS)’in 2018

政府经济性评奖是政府对企业的绩效、质量、管理、标准、创新、信用等经济性行为进行评奖的行政手段。现有文献很少对政府经济性评奖的内在机理进行深入地研究和分析。本文分析认为,政府经济性评奖不是基于“市场失灵”,而是政府通过对市场主体进行干预,促使企业与政府主动积极合作,以便利政府的政绩考核、职能履行和利益实现。从其本质特征上看,政府经济性评奖是一种“行政许可”行为。实证结果表明,政府经济性评奖与企业绩效存在负相关关系,影响机制是制度性交易成本的增加。因此,本文提出减少政府经济性评奖对企业的干预,建立政府“正面行为”专项清单制度,规范培育市场化社会化评奖机构的政策建议。

The government economic evaluation is an administrative means for the government to evaluate the performance,quality,management,standards,innovation,credit and other economic behaviors of enterprises.The existing literature rarely makes in-depth research and analysis on the internal mechanism of the government economic award.This paper analyzes the situation and reveals that the government economic award is not performed for any market failure,but for the government,by way of the intervention of market subjects,to seek the active cooperation of the enterprises,so as to facilitate the performance evaluation,function performance and interest realization on the part of the government.Determined by its essential characteristics,the government economic award is an‘administrative licensing’behavior.The empirical results show that there is a negative correlation between government economic award and enterprise performance,and it involves the increase of institutional transaction cost.Therefore,this paper puts forward policy suggestions for the government to reduce its intervention in enterprises,to establish a special list system of‘positive behavior’of the government,and to standardize the development of market-oriented and socialized awarding institutions.
