以系统性思维推进碳达峰、碳中和目标

摘要 2020年9月,国家主席习近平在第75届联合国大会上代表中国政府郑重承诺,二氧化碳排放力争于2030年前达到峰值,努力争取2060年前实现碳中和。这一战略目标的提出,既是我国积极主动应对全球气候变化、向世界做出的庄严承诺,也是事关14亿中国人民福祉和中华民族永续发展的重大决策。对此,应当树立和强化系统性思维,从统筹经济社会发展与生态文明建设、统筹国际与国内大局、统筹短期和长远利益的战略全局高度,来做好顶层设计,动员和组织全社会力量,科学论证和谋划实现路径,组织科技创新攻关和突破,构建清洁低碳安全高效的能源供给和消费体系,加快形成节约资源和保护环境的产业结构、生产方式、生活方式和空间建构,走出一条绿色低碳高质量发展的新道路。 In September 2020,President XI Jin-ping pledged solemnly on behalf of the Chinese government at the General Debate of the 75th Session of the United Nations General Assembly that China will strive for carbon peak before 2030 and achieve carbon neutrality before 2060.The proposal of this strategic target is not only a solemn commitment made by China to take more responsibility to global climate change,but also a significant decision concerning the well-being of the 1.4 billion Chinese people and sustainable development of the nation.In this regard,a systematic thinking for top-level design from overall strategic perspectives is essential.The blueprint will coordinate socio-economic development and ecological development,consider both domestic and external situations in a coordinative way,balance short-term and long-term interests.All social forces should be integrated to scientifically plan and demonstrate the realization path.Scientific and technological innovation to tackle key problems and breakthroughs should be organized,to build a clean,low-carbon,safe and efficient energy supply and consumption system.Meanwhile,accelerating the formation of the industrial structure,production methods,lifestyle and spatial construction in the resources saving and environment protecting way is in great need.Therefore,a new path of green,low-carbon and high-quality development will be established.
