共同富裕视域下乡村振兴重点帮扶县治理转型研究——以广西为例

RESEARCH ON THE GOVERNANCE TRANSFORMATION OF KEY COUNTIES FOR RECEIVING ASSISTANCE FOR RURAL RE⁃VITALIZATION FROM THE PERSPECTIVE OF COMMON PROS⁃PERITY:Take Guangxi As an Example

历史性解决绝对贫困,并不意味着反贫困治理的终结,重视和解决低收入人口的可持续发展问题,是扎实推进共同富裕亟待深入研究的重大问题。因此,西部地区必须结合我国社会主义现代化强国建设的时序目标,以解决地区差距、城乡差距、收入差距问题为主攻方向,设计和优化不同发展阶段相对贫困治理的战略议程,统筹解决好重点帮扶县多维贫困、转型贫困和精神贫困等长期复杂因素的叠加挑战。同时,应着眼于巩固拓展脱贫攻坚成果同乡村振兴有效衔接的内在逻辑,从农村低收入人口识别、城乡(区域)协调发展、富民强县、贫困人口多维能力培育等方面,探索构建重点帮扶县治理型新机制,推动重点帮扶县在共同富裕目标上开拓新局面。

The historic solution to absolute poverty historic does not mean the end of anti-pov⁃erty governance.Paying attention to and solving the problem of sustainable development of low-in⁃come population is a major issue that needs to be further studied in depth in the process of steadi⁃ly promoting common prosperity.Therefore,the western region must combine the sequential target of building a modern and powerful socialist country in China,focus on addressing the regional gap,the gap between urban and rural areas,and the income gap.A strategic agenda for resolving relative poverty at different stages of development should be designed and optimized,and efforts should be coordinate to overcome the overlapping challenges superimposed by long-term and complex factors such as multidimensional poverty,transitional poverty,and spiritual poverty in the key counties for re⁃ceiving assistance.In the meantime,the western region should focus on the internal logic of consoli⁃dating and expanding the results of poverty alleviation and the effective connection of rural revital⁃ization,and explore the construction of key assistance in terms of identification of rural low-income population,coordinated urban and rural(regional)development,enriching the people and strengthen⁃ing the county,and fostering the multi-dimensional capabilities of the poor.The new county gover⁃nance mechanism promotes key assist counties to open up new prospects in the goal of common prosperity.
