长三角基本公共服务均等化及影响因素分析

Equalization of Basic Public Services in Yangtze River Delta and Its Influencing Factors

基于长三角41个城市2012-2018年的面板数据,依据基本公共服务发展水平测量指标和极值熵值法,系统测量了长三角基本公共服务综合发展指数,并探究长三角基本公共服务均等化的影响因素。结果显示:长三角城市间基本公共服务发展水平差距明显,城市内部不同类型的基本公共服务呈现出非均衡发展特点。经济发展水平、地方财政能力、转移支付制度是长三角基本公共服务均等化的重要影响因素。因此,促进区域经济一体化发展、提高地方财政自给能力、优化纵向转移支付制度是实现基本公共服务均等化的重要选择。

Based on the panel data of 41 cities in the Yangtze River Delta in 2012-2018,the comprehensive development index of basic public service is systematically measured according to the measurement index of the level of development of basic public services and the method of extreme entropy,and the influence factors of the equalization of basic public services between the Yangtze River Delta regions are explored based on the panel Tobit model.The results show that there is a big gap in the level of development of basic public services between cities in the Yangtze River Delta,and different types of basic public services within cities also show an unbalanced development trend.The level of economic development,local financial capacity and transfer payment system are also important factors affecting the equalization of basic public services.
