Analysis of 219 Patents and Achievements Transformation in a Three A and Tertiary General Hospital

目的通过分析首都医科大学某院专利申请、授权和转化情况,找出医院在成果转化方面存在的问题,提出做好知识产权保护及促进成果转化的建议和措施。方法梳理某院2011年1月1日-2019年12月31日期间专利申请与授权数量、授权专利类型的构成、授权专利第一发明人所在科室及当年人员职称分布情况。采用描述性分析法对医院专利在科技创新技术发展阶段进行推断。结果医院专利申请数量和授权数量虽逐年增加,但是具有较大难度的发明专利数45件占授权专利的39%,占比较低。获授权专利科室分布不均匀,神经科等重点临床科室较多,其中发明专利多集中在基础研究室,而临床科室以实用新型专利为主。成果转化450万是通过3项专利技术实现的转化,成果转化率较低。结论增强知识产权保护意识,做好知识产权的广泛宣传,加大非重点科室的支持力度,培养中青年骨干人才积累丰富知识,提高申请专利数量和撰写质量,提高课题资助率解决临床实际问题,为科研工作者与企业搭建桥梁,促进科技成果转移转化。

Objectives To find out the problems existing in the transformation of achievements by analyzing the patent application,authorization and transformation of a hospital of Capital Medical University,and to put forward suggestions and measures to protect intellectual property rights and promote the transformation of achievements.Methods From January 1 st,2011 to December 31st,2019,the number of patent applications and grants,the composition of the types of authorized patents,the department where the first inventor of the authorized patent worked and the distribution of professional titles of the personnel in the same year were analyzed.Descriptive analysis method is used to infer the development stage of the hospital patent in scientific and technological innovation.Results The number of patent applications and authorization increased year by year from January 1st,2011 to December 31st,2019,but the number of invention patents with great difficulty was 45,accounting for 39%of the authorized patents,which was relatively low.The distribution of authorized patent departments was uneven,and there were more key clinical departments such as neurology department,among which invention patents were mostly concentrated in the basic research department,while the clinical department was dominated by utility model patents.The transformation of 4.5 million achievements was realized through three patented technologies.The transformation of achievements had a low conversion rate.Conclusions It should strengthen the consciousness of protection of intellectual property rights,intellectual property rights of publicity,strengthen the support key department,training the backbone of middle-aged and young talents to accumulate rich knowledge to improve quantity and quality of writing to apply for a patent,increase the rate of project financing to solve practical problems,to build bridges to researchers and enterprises to promote transformation of scientific and technological achievements transfer.
