生态补偿制度地方立法实践研究——以苏州市为例

Research on the local legislation of ecological compensation:a case of Suzhou

生态补偿制度是中国生态文明建设的重要制度保障。针对国内生态补偿制度立法相对滞后的问题,以率先将生态补偿制度进行具体地方立法的苏州市为例,梳理了其生态补偿制度的开展历程,系统总结了苏州市生态补偿制度实施效果和主要问题,并提出了对策措施,以期为中国生态补偿制度的完善提供借鉴和参考。

Ecological compensation is an important institutional guarantee for the construction of ecological civilization for Chian.Due to the problem that legislation of ecological compensation was relatively lagged at home,Suzhou,which was the first city to issue local legislation of ecological compensation,was taken as an example.Its development of ecological compensation was teased.The implementation effect and existing problems were summarized systematically,and the countermeasures were put forward.The research was expected to provide reference for the improvement of ecological compensation in China.
