我国公共管理研究正在走向科学化——基于309项国家自然科学基金项目的分析

Towards Scientific Research of China’s Public Management:Based on the Analysis of 309 NSFC Projects

为探究新世纪以来我国公共管理研究的科学化程度,选取了309项国家自然科学基金(NSFC)公共管理学项目作为研究样本,从科学共同体、学科"大问题"、研究方法等维度开展量化评估。研究结果表明,我国公共管理研究正在向科学化迈进,科学共同体的构建具有一定的基础与条件,学科"大问题"逐渐形成共识,研究方法日益科学化,实证研究成为了主流。但公共管理研究仍存在学科界限模糊、学科共识不强等问题。因此,要进一步厘清学科边界、加强科学共同体建设、促进多种研究方法综合应用,推动公共管理学的科学化发展。公共管理研究在强调方法的科学主义同时,研究内容要回归社会科学,关注社会公平正义等议题,也要警惕科学化成为一种垄断性的学科话语体系。

In order to explore the scientific degree of China’s public management research since the new century,309 NSFC public management projects are selected as research samples,and quantitative evaluation is carried out from the dimensions of scientific community,"big problems"of disciplines and research methods.The results show that the public management research in China is moving towards being scientific;the construction of scientific community has certain foundation and conditions;the"big problems"of disciplines have gradually formed a consensus;the research methods have turned increasingly scientific,and empirical research has become the mainstream.However,there are still some problems in the research of public management,such as vague disciplinary boundaries and weak disciplinary consensus.Therefore,it is necessary to further clarify discipline boundaries,strengthen the construction of scientific community,encourage the comprehensive application of various research methods,and promote the scientific development of public management.While emphasizing methodological scientism,public management research should return to social sciences,pay attention to issues such as social fairness and justice,and guard against scientization becoming a monopolistic disciplinary discourse system.
