沿海地区产业布局海陆统筹研究——以浙江省为例

Research on the Industrial Layout of Land-Sea Coordination in Coastal Areas--A Case Study of Zhejiang Province

立足"陆海一盘棋"基本理念与"陆海一体化"基本规律,大力强化沿海地区产业布局海陆统筹,对于加快建立现代化产业体系具有十分重要的意义。当前阶段要积极推进优势产业内涵式增长,推动潜力产业快速扩张,超前布局一批未来产业,特别是要明确高端装备制造、数字经济和绿色化工等三大产业向海洋领域拓展的重点方向,形成示范带动效应。要围绕杭州湾区域等全省重点开发的空间,整合形成一批高能级产业平台,优化提升海陆统筹的重点产业方向,成为参与国际竞争的重要载体,同时要不断强化准入要求和准入标准。

Based on the fundamental concept of"land-sea coordinated development"and the basic principle of"land-sea integration",it is of great significance to vigorously strengthen the industrial layout of land-sea coordination in coastal areas for accelerating the establishment of a modern industrial system.Currently,it is urgent to actively stimulate the connotative growth of dominant industries,promote the rapid expansion of potential industries,and distribute a number of future industries in advance.It is especially important to make clear the key directions for the expansion of three major industries to the sea field,namely the high-end equipment manufacturing industry,digital economy and green chemical industry,so as to form an exemplary driving force.By centering on key development spaces such as the Hangzhou Bay region in the whole province,a number of high-energy industrial platforms should be integrated and formed to optimize and improve the key industrial direction of land-sea coordination,and make the region become an important carrier to participate in international competition.At the same time,the access requirements and access standards should be constantly strengthened.
