政策引导对重庆市属科研院所创新发展成效的影响研究——以重庆市科研院所绩效激励引导专项为例

科研院所是我国科技创新体系的核心组成部分,对科研院所进行科学合理的政策引导和支持,能有效增强科研院所科技创新能力,提升市场服务效益,极大地促进科研院所的升级发展。本文以重庆市科研院所绩效激励引导专项为例,对重庆37家科研院所的专项创新绩效进行评估研究,发现政府引导政策可以从规范科研管理工作、提升研发水平、强化市场服务等方面对科研院所的科技发展产生积极影响,同时研究中也发现科研院所普遍存在政策理解不透彻、管理制度不完善、人才建设不足、科研产出有限、转化水平需提升等问题。因此,本文从以下方面提出工作机制完善建议:第一,引导科研院所充分解析专项政策;第二,完善科研院所的专项管理体系;第三,科学引导专项人才体系建设;第四,提高科研院所的成果产出能力;第五,强化科研院所科技成果转化。

Scientific research institutes are the essential consistence of China’s science and technological innovation system.Policy support on research institutes can efficiently enhance research institutes’scientific research capabilities,as well as increase the market service,therefore this would drastically boost the development of scientific institutes in China.In this research,we tracked performances of the governmental incentive and guidance projects across thirty-seven scientific institutes in Chongqing.We therefore found out that polices can significantly influence technological development among scientific institutes in terms of standardising scientific project management,improving R&D levels,and enhancing the market serving abilities.We are also able to found the common shortages through this research:for example,incomplete policy understanding,imperfect management system,insufficient talent construction,limited scientific research output,and the need to improve the level of transformation.Therefore,we proposed five suggestions for future work mechanism construction:First,guide research institutes to fully analyze special policies;Second,improve the special management system of scientific research institutes;Third,scientifically guide the construction of a special talent system;Fourth,improve the output capacity of scientific research institutes;Fifth,strengthen the transformation of scientific and technological achievements of scientific research institutes.
