国土空间规划背景下的海绵城市控制性详细规划研究

Research on Regulatory Detailed Planning of Sponge City Under the Background of Land and Space Planning

在国土空间规划改革的大背景下,空间规划从国家到地方重新架构了工作框架,城市规划在新的国土空间规划体系中的地位与存在形式仍在不断探索中。尤其是与国土空间规划体系直接相关的城市总体规划,其规划侧重点、成果表达以及具体职能管理部门的工作机制等均应有所调整。与城市总体规划相衔接的控制性详细规划也面临着控制强度和控制方式的更新优化。本文以国土空间规划改革为契机,分析在海绵城市建设中控制性详细规划中存在的问题,研究从控制性详细规划的控制方式、控制指标体系建构、后期规划管理等方面将海绵城市建设要求融入新的控制性详细规划工作中,以切实保障海绵城市建设落于实处。

In the context of the reform of territorial and spatial planning,spatial planning has restructured the work framework from the state to the local level.The status and existence form of urban planning in the new territorial and spatial planning system are still being explored.In particular,the urban master plan directly related to the territorial and spatial planning system should be adjusted in terms of planning focus,expression of results,and working mechanisms of specific functional management departments.Taking the opportunity of land and space planning reform as an opportunity,this paper analyzes the problems in the control detailed planning in the construction of sponge cities,and studies how to integrate the requirements of sponge city construction into the new control detailed planning from the aspects of control method,control index system construction and later planning management,so as to effectively ensure the implementation of sponge city construction.
