基于OODA和灰色模糊理论的海警舰船维权执法能力评估

Evaluation of Coast Guard Vessels Operational Capability Based on OODA and Grey Fuzzy Theory

论文针对海警舰船维权执法能力评估主观性较强、指标选取不规范、权重设置不合理等问题,提出一种基于OODA和灰色模糊理论的海警舰船维权执法能力评估方法。利用OODA环理论分析海警舰船维权执法流程,通过层次结构模型,构建海警舰船维权执法能力评估指标体系,并采用层次分析法量化分析评估指标权重。通过建立灰色模糊评估模型,对海警舰船维权执法能力进行综合评估,并以实际案例验证了方法和模型的有效性。该方法可为海警舰船装备论证规划、能力指标分配及部队实战化训练提供有效的理论参考与帮助。

Aiming at the problems of strong subjectivity,improper selection of indicators,and unreasonable weights in the evaluation of coast guard vessels'operational capability,this paper proposes an assessment method based on OODA and grey fuzzy theory.The OODA ring theory is used to analyze the operational process of coast guard vessels.Through the hierarchical structure model,this paper builds an evaluation index system for the coast guard vessels'operational capability,and uses the analytic hierar⁃chy process to quantitatively analyze the evaluation index weight.By establishing the grey fuzzy evaluation model,the comprehen⁃sive evaluation of the coast guard vessels operational ability is carried out,and the effectiveness of the method and model is verified by a practical case.This method can provide effective theoretical reference and help for coast guard vessels equipment demonstration planning,capability index allocation and actual combat training.
