海外学者对中国精准扶贫政策的认知与反思

China’s Targeted Poverty Alleviation Policy in Perspective of Overseas Scholars

作为世界人口最多的发展中国家和世界第二大经济体,中国的扶贫政策,尤其是党的十八大以来的精准扶贫政策受到海外学者的持续关注。总体来看,海外学者对中国精准扶贫政策研究的重点主要集中在中国精准扶贫政策的现实价值、成功经验、存在的问题以及对其发展的未来展望等方面。海外学者对中国精准扶贫政策的认知以肯定性评价为主,但也指出了精准扶贫政策执行过程中的一些问题。基于此,中国应从国际、国家、次国家等层面,通过进一步完善精准扶贫政策及防止返贫治理体系,强化精准扶贫政策与乡村振兴战略融合研究,提升中国精准扶贫政策对外宣传和解读,以及加强应对贫困国际合作和对外交流举措等提高中国精准扶贫政策设计和执行成效,并引导海外学者更加公正地研究和认识中国精准扶贫政策,为如期实现中华民族伟大复兴的中国梦增添更加充实的内外条件。

As the most populous developing country and the second largest economy in the world, China’s poverty alleviation policies,especially Targeted Poverty Alleviation Policy after the 18 th CPC National Congress, have aroused overseas scholars’ concern and research interest. Generally speaking, overseas scholars’ research on China’s targeted poverty alleviation policies focuses on their practical values, successful experiences, existing problems as well as future prospects. Overseas scholars’ evaluations of China’s targeted poverty alleviation policies are mainly positive, but also point out some problems in the process of policy implementation. Based on this,China should continue to improve the targeted poverty alleviation governance system, strengthen the research on the theory of targeted poverty alleviation policy, enhance propaganda and interpretation of China’s targeted poverty alleviation policies towards international community as well as to strengthen international cooperation and foreign exchange on measures to combat poverty, by which to enhance the effectiveness of the design and implementation of China’s precise poverty alleviation policies and guide overseas scholars to study and understand them more objectively. Therefore, it will create favorable internal and external conditions to the great rejuvenation of the Chinese Dream.
