生态文明建设多元主体协同治理是适应行政民主化潮流和公共管理主体多元化发展趋势的必然产物,是新时代推进生态文明建设,建设美丽中国的必然要求,而协同学理论和行动者网络理论为推动实现生态文明建设多元主体协同治理提供了坚实的理论基础。生态文明建设多元主体协同治理的形成机制应着力于从主体互动机制、资源整合机制、利益协调机制、监督惩罚机制和制度保障机制等五个方面进行系统构建,并从理念、机制和行动三个层面对生态文明建设多元主体协同治理的实现路径进行系统设计,即通过培育生态文明建设多元主体的协同治理理念,建立健全多元主体利益协调机制,构建多元主体参与的绿色绩效考核机制和全面推进多元主体环境信息公开共享等路径来推动实现生态文明建设多元主体协同治理。

The multi-subject collaborative governance of ecological civilization construction is the inevitable product of adapting to the trend of administrative democratization and the diversified development trend of public management subjects.It is the inevitable requirement of promoting ecological civilization and building a beautiful China in the new era.Synergetics theory and actor network theory provide a solid theoretical basis for promoting the multi subject collaborative governance of ecological civilization construction.The formation mechanism of multi subject collaborative governance of ecological civilization construction should focus on systematic construction from five aspects:subject interaction mechanism,resource integration mechanism,interest coordination mechanism,supervision and punishment mechanism and system guarantee mechanism,and systematically design the realization path of multi subject collaborative governance of ecological civilization construction from three levels of concept,mechanism and action,That is,by cultivating the concept of collaborative governance of multiple subjects in the construction of ecological civilization,establishing and perfecting the interest coordination mechanism of multiple subjects,constructing the green performance evaluation mechanism participated by multiple subjects,and comprehensively promoting the open sharing of environmental information of multiple subjects,we can promote the realization of collaborative governance of multiple subjects in the construction of ecological civilization.
