电子档案单套制管理实施模型

“单套制”是文件管理发展的必然趋势,文章从系统宏观角度划分出部门主体层、内在因素层和外在条件层三个层次结构,以部门主体层为核心,将影响电子档案单套制实现的观念、法律、政策、管理、技术等因素,对应到内在因素层和外在条件层,构建出电子档案单套制管理的实施模型,以期推动电子档案单套制管理实现。
