摘要
中东欧地区是中国拓展国际科技创新合作值得关注的地区。现阶段,中国—中东欧国家科技创新合作具有合作机制上的政府主导性、合作主体上的多方合作性和合作布局上的不均衡性。基于这一现状,进一步从主体因素、项目基础、经费投入3个维度对中国—中东欧国家科技创新合作潜力展开分析,可以发现,无论自然科学、工程技术、医疗健康或是农业领域,中国与中东欧国家均有推进合作的空间,但需结合中东欧不同国家的优势特色领域开展有针对性的合作,尤其应进一步从人才、渠道、机制等方面深化合作。
In China’s international cooperation in science,technology and innovation,CEE is an area worthy of attention.At the present stage,China-CEEC science,technology and innovation cooperation has distinctive characteristics:the government-led cooperation mechanism,the multi-level cooperation participants,and the unbalanced cooperation layout.Based on the outline of R&D factors,cooperation project and R&D funding,the conclusion could be drawn that there is STI cooperation potential between China and CEECs no matter in natural sciences,engineering technology,medical health or agriculture fields.To make the potential a reality,more efforts should be made to carry out targeted cooperation based on the advantages and characteristics of different CEE countries,promote exchange of talents,broaden cooperation channels,and deepen cooperation mechanisms furtherly.
