科研院所改革背景下的农业科研院所经费管理体制创新研究

Research on the Innovation of Funds Management System of Agricultural Scientific Research Institutes under the Background of Scientific Research Institute Reform

近年来,科研院所体制机制改革不断深化,亟待健全与之配套的科研院所经费管理体制,从而为改革实现预期效果保驾护航。本文拟以农业科研院所为例,探讨改革背景下农业科研院所财政资金管理面临的新问题,提出资金管理体制创新的新思路,并提出有针对性的对策建议。

In recent years,the reform of the system and mechanism of scientific research institutes has been deepening,and it is urgent to improve the supporting funds management system,so as to ensure the expected effect of the reform.Taking agricultural research institutes as an example,this paper discusses the new problems faced by the financial fund management of agricultural research institutes under the background of reform,puts forward new ideas of fund management system innovation and corresponding countermeasures and suggestions.
