基于生命周期加强江苏省科技报告管理研究

Research on Strengthening Science and Technology Report Management in Jiangsu Province Based on Life Cycle

江苏省科技报告工作按照科技报告生命周期,实施“计划→撰写→呈交→审查→交流”的流程化管理。基于科技报告生命周期的视角,分别运用局部思维和系统思维梳理了科技报告具体环节以及全流程出现的问题,并针对问题给出了两方面的建议:一是优化计划、撰写、呈交、审查、交流等流程,加强过程管理;二是将呈交以外的其他环节也纳入科技计划项目管理系统,实现科技报告生命周期与科技计划管理系统深度融合。

Science and technology reports work of Jiangsu Province implements the process management of“plan→write→submit→review→exchange”according to the life cycle of science and technology(S&T)reports.Based on the perspective of the life cycle of S&T report,this paper uses partial thinking and systematic thinking to sort out the problems in the specific links and the whole process of S&T reports,and gives two suggestions for the problem:one is to optimize the process of planning,writing,submission,review,and communication,and to strengthen process management;the other is to include other links besides submission into the science and technology plan project management system,and realize the deep integration of the S&T reports life cycle and the scientific and technological plan management system.
