Involved-Parties’Cooperation for“Internet+Elderly Care”:A Model Framework and Research Approach

"互联网+养老"依托网络开放式平台图生存,依靠主体包容性合作求发展,正在朝着营造养老主体共生共在、共建共享、共治共赢的整体性生态构体的方向进发。"互联网+养老"主体合作,需以正确理解"互联网+养老"的概念为逻辑起点、以养老需求为导向、以合作伙伴为核心构建养老服务模式的主体模型,将之作为"互联网+养老"主体总体框架的核心模块。在此基础上,政府应该依循合作的逻辑,针对网络空间中主体合作的可解释性、可接受性和可追踪性目标,以政府职责为抓手,以规则制度为载体,在价值、治理、信用、安全方面厘清思路,找到进路,以解决"互联网+养老"主体合作的理论研究与实践发展的"两张皮"状态和联结性问题,为促进"互联网+养老"主体间多向度、超时空合作提供方案支持。

"Internet+elderly care"relies on the network-based open platform for the elderly survival,which depends on inclusive involved-parties’cooperation for development,and it goes forward to creating the integrated ecological model for the elderly care involved parties characterized by symbiosis&coexistence,co-construction&sharing,and co-governance&win-win co-operation.This requires us to correctly understand the concept of"Internet+elderly care"as the logical starting point,build the involved-parties models of elderly care service on the basis of taking the demands of elderly care as the guidance and the partners as the core,and regard the models as the core modules of the overall framework of the"Internet+elderly care"cooperation.Accordingly,government should follow the logic of cooperation,make the ideas clear and find approaches in respect of value,management,credit and security aiming at the interpretability,acceptability and traceability of the involved-parties’cooperation in cyberspace on the basis of focusing on government responsibilities and taking rules&institutions as the carrier.This is conducive to solving the problems of"two skin phenomenon",i.e.separation between the theoretical research and practical development of the"Internet+elderly care"involved parties’cooperation,and provides program support for promoting multi-dimensional and hyperspatial cooperation among"Internet+elderly care"involved parties.
