敏捷赋能视角下的数字政府建设:实践缘起与理论建构

Digital Government Construction from the Perspective of Agile Empowerment:Its Origin of Practice and the Construction of Theory

敏捷治理作为一种新的治理模式,在西方国家取得了良好的成效,借鉴国外运用敏捷治理实现政府治理创新的成功经验,对于解决我国数字政府建设中存在的短板问题具有重要的现实意义。厘清数字政府建设的关键影响因素,构建基于结构—过程—功能的三维理论框架,能够为我国数字政府建设提供一种创新思路。鉴于此,为使敏捷治理模式有效赋能我国数字政府建设,加快政府数字化转型,在数字政府建设过程中,政府应着力提高敏捷治理应用的意识观念,尽快制定敏捷治理的标准规范,努力提升多主体间协同能力,最终实现敏捷治理的有效赋能。

As a new governance model,agile governance has achieved good results in Western countries.Learning from the successful experience of foreign countries using agile governance to achieve governance innovation has important practical significance for overcoming the shortcomings of Chinese digital government construction.Clarifying the key influencing factors of digital government construction and constructing a"structure-process-function"theoretical framework can provide an innovative idea for the digital government construction in China.In view of this,in order to enable the agile governance model to effectively empower China’s digital government construction and accelerate the digital transformation of the government,in the process of digital government construction,the government should focus on improving the awareness of the application of agile governance,formulate standards and specifications for agile governance as soon as possible.It should strive to improve the collaboration ability of all involved parties so that the effective empowerment of agile governance will ultimately be realized.
