“城归”是对我国城市化进程中农业人口逆向流动的概述,在城乡各种要素博弈和主体社会理性综合作用下形成的“城归”群体是赋能乡村振兴的重要生力军。从生成维度而言,“城归”群体归位既可追溯至马克思主义城乡关系理论和相对过剩人口理论,又有产生推拉力的现实逻辑;从价值维度而言,这一群体的到位对于提升人才、产业、乡风和治理等在乡村振兴战略中占据重要位置的方面作用凸显;从实践维度而言,有必要通过政策设计和宣传引导、完善产业发展和公共服务、强化创业就业教育和培训以建立长效引导机制,让“城归”群体“回得来”“留得下”“干得好”,真正补位乡村振兴。
