高质量发展是中国新的发展阶段和战略目标,强调以人民为中心的发展理念,通过不断提高市场配置资源效率,持续增进人民福利、化解社会矛盾,实现经济和社会的高效运作。高质量发展本身包含了一个基本的经济发展理论框架,该框架以人本为核心,强调发展目标、战略、资源配置和社会建设的有机统一,从经济和社会两个层面实现共同有效,超越了一般的经济有效。当前中国应该进一步提高党的执政水平、充分发挥市场配置资源的决定性作用、从协调发展角度创新各类社会建设,逐步实现高质量发展。

High-quality development is China’s new stage of development and strategic objective.It emphasizes the concept of people-centered development and aims to achieve efficient economic and social operation by improving the efficiency of market allocation of resources,increasing people’s welfare and resolving social conflicts.High-quality development itself contains a basic theoretical framework of economic development,which takes people as the core,emphasizes the organic unity of development goals,strategies,resource allocation and social construction,and achieves common efficiency from both economic and social levels,surpassing the general economic efficiency.At present,China should further improve the Party’s governance,give full play to the decisive role of the market in allocating resources,innovate all kinds of social construction from the perspective of coordinated development,and gradually realize high-quality development.
