摘要
为应对严峻的环境形势,我国在多个区域建立起大气污染协作治理机制,协作治理机制的效果研究成为关注的热点之一。文章基于CIPP模型,从背景、投入、过程和结果四个方面对长三角区域大气污染协作治理的效果进行全面评估。背景评估方面,长三角区域大气质量状况不佳,大气污染协作治理机制的建立具有合理性、合法性和合需性。投入评估方面,长三角区域协作治理的资金、组织等投入较多,但缺乏更加常态化的汇报机制。过程评估方面,2014-2019年长三角区域大气污染防治过程的协作越来越频繁,类型也逐渐多样化。结果评估方面,基于20个城市数据,利用双重差分方法设定实验组和控制组对长三角区域大气污染协作治理的效果进行实证评估。研究发现,交互项系数显著为负,这说明协作治理的确提升了长三角区域的空气质量。未来,长三角区域大气污染协作治理应完善工作汇报机制,增加市级层面点对点的合作。
In order to cope with the severe environmental situation,China has established cooperative air pollution control mechanisms in many regions,and the effect of collaborative governance mechanism has become one of the hot issues.Based on CIPP model,the effect of collaborative governance of air pollution in Yangtze River Delta is comprehensively evaluated from four aspects of background,input,process and result.In the aspect of background assessment,the air quality in the Yangtze River Delta region is not satisfying,and the establishment of the air pollution collaborative governance mechanism is rea sonable,legitimate and desirable.In terms of investment evaluation,the Yangtze River Delta region has more funds and organizations to invest in collaborative governance,but lacks a more normalized reporting mechanism.In terms of process assessment,cooperation in the process of air pollution prevention and control in the Yangtze River Delta region from 2014 to 2019 is becoming more and more frequent,and the types are gradually diversified.In the aspect of result evaluation,based on the data of 20 cities,the experimental group and control group were set up by DID method to evaluate the effect of air pollution collaborative governance in the Yangtze River Delta region.It is found that the interaction coefficient is significantly negative,which indicates that collaborative governance indeed improves the air quality in the Yangtze River Delta region.In the future,it is necessary to improve the reporting mechanism and increase the point-to-point cooperation at the municipal level.
