语言政策是促进网络空间安全发展的重要手段。通过明晰政府制定语言政策的责任框架,确定政府制定网络语言政策的责任主体、责任履行、责任监督的问题,为网络语言政策的践行提供主体保障。通过筹划语言规划立法、语言推广立法、语言教育立法、语言保护立法、语言治理立法,以法治推进网络语言的安全发展。通过制定网络语言的信息安全政策、技术安全政策、数字安全政策营建网络语言的使用生态,促进网络语言的健康发展。通过以安全为目标引导网络语言的意识形态政策规划、政策分析、政策执行、政策评估、政策监控的发展,推动网络空间的安全建设。

Language policy is an important means to promote the safe development of cyberspace.By clarifying the government’s responsibility framework for formulating language policies,and determining the main body of responsibility for the government’s formulation of online language policies,the implementation of responsibilities,and the issue of responsibility supervision,we can provide the main body guarantee for the implementation of online language policies.Through the preparation of language planning legislation,language promotion legislation,language education legislation,language protection legislation,and language governance legislation,the rule of law promotes the safe development of network languages.It promotes the healthy development of the network language by formulating the information security policy,technical security policy and digital security policy of the network language to regulate the application ecology of the network language.And by guiding the development of internet language ideological policy planning,policy analysis,policy implementation,policy evaluation,and policy monitoring with the goal of security,the construction of cyberspace security is promoted.
