国有企业的党建工作和业务工作犹如车之两轮、鸟之双翼,密不可分。但在实践中往往存在"两张皮"现象,究其根源在于思想认识、能力素质、责任落实、体制机制等方面不到位。因此,需要深刻领会国有企业党建工作与业务工作深度融合的时代价值,不断创新思维方式,秉持"同向党建、长效党建、时效党建、人本党建"的理念,从目标、机制、模式、能力四个维度寻找融合的思路与方法,解决党建工作与业务工作"两张皮"的问题,促进党建工作与业务工作深度融合。

In state-owned enterprises,party construction and operation service are inseparable like the wheels of a car and the wings of a bird.However,the"Two Skin Phenomenon"often exists in practice,which is rooted in the lack of ideological understanding,capability and quality,responsibility implementation,system and mechanism,etc.Therefore,we need to deeply understand the value of the party construction with the operation service in state-owned enterprise,innovate the way of thinking,uphold the concept of"Co-oriented construction,long-term construction,prescription construction,people-oriented construction",finding the integration of ideas and methods from the four dimensions of goals,mechanics,models,and capabilities to solve the problem of"Two Skin Phenomenon"in them,in order to promote the deep integration of party construction with the operation service.
