Thoughts and suggestions on improving progressive water price system of non-residential over-quota water

梳理我国非居民用水超定额累进加价制度实施的发展历程和落实情况,从加价水费性质界定、加价基数和级差及倍率设置、超定额和超计划管理有机结合、加价制度监督管理等方面分析了存在的问题。针对进一步完善非居民用水超定额累进加价制度,从完善法律法规体系、科学核定加价标准、丰富管理方式、创新累进加价水费收缴制度、健全监管体系等方面提出建议。

The development history and implementation status of the progressive water price system of non-residential over-quota water in China are analyzed.The existing problems in the following aspects are investigated:the definition of the nature of the progressive water fee,the base number,level difference and magnification of the progressive water price,the combination of over-quota management and over-plan management,and the supervision of the progressive water price system.In order to further improve the progressive water price system of non-residential over-quota water,the following suggestions are put forward:to improve the legal system,to scientifically check the standards of the progressive water price,to enrich the management method,to innovate the water fee collection system,and to improve the supervision system.
