暴恐事件是一种处置难度极大的恶性案件,应对处置具有极大的风险性。参与处置的人员来自军地各个方面,必须以正确的方针、原则为指导,在完善的协同处置机制保障下,依法及时高效地开展处置。应当转变观念,树立军地一体化协同理念;强化应急处置统筹,提高军地协同应对能力;完善预案,健全军地应急行动协调机制;推动信息资源共享机制建设,提高资源共享程度;加强军地应急力量建设,健全军地应急行动协调机制;完善相关法律法规,加强应急协同管理,以此加强反暴恐应对处置中军地协同机制的建构。

Violent terrorism isa serious crime,with superior difficultyand extreme hazardto deal with.The law enforcement officers may come from various sectors of military department and local administration,so feasible policy,principles and guidelines under the coordination mechanism are necessary to guarantee the legitimacy and efficiency of emergency response.Therefore,working innovation should be made to identify the idea of coordination between the locality and the military;the emergency response should be strengthened to increase the coordination capability;the contingency plan should be made to improve the coordination;the information sharing mechanismshould be built to integrate the resource;the emergency force should be reinforced;the relevant law and regulation should be perfected to strengthen the construction of coordination mechanism.
