从属抑或同一:乡村场域两种治理再思考

Subordination or Identity:Rethinking on Two Types of Governance in Rural Field

乡村的全面振兴必须要以乡村得到有效治理为前提。从理论和实践两个层面审视学界和实践部门在应用“乡村治理”和“乡村社会治理”这对概念时,明显发现存在“从属”和“同一”关系认知混乱的问题,因此,对这两个概念进行内涵厘清、关系辨明显得极为迫切。从理论传承和时代要求两个维度层层分析,总结归纳出乡村振兴背景下“乡村治理”和“乡村社会治理”两个概念的时代意涵:乡村治理是国家治理语境下的乡村场域实践;乡村社会治理是国家“五位一体”总体布局下的乡村社会关系协调与乡村社会问题解决。逻辑的混淆、概念的混用是思维惯性、学科差异与主观谬误等原因共致的结果,严谨规范的科学研究应该对此类现象加以克服。

The overall revitalization of the countryside is the premise of the effective governance of the countryside.When we analyze the application of the concepts of“rural governance”and“rural social governance”by academic circles and practice departments from both theoretical and practical levels,it is obvious that there exists confusion in the cognition of the relationship between“subordination”and“identity”.Therefore,it is extremely urgent to clarify the connotation and the relationship between the two concepts.From the analysis of two dimensions of theoretical inheritance and the requirements of the times,this paper summarizes the contemporary implications of the two concepts of“rural governance”and“rural social governance”in the context of rural revitalization:rural governance is the rural field practice in the context of national governance;Rural social governance is the coordination of rural social relations and the solution of rural social problems under the overall layout of the country s“five-in-one”.The confusion of logic and the mixed use of concepts are the results of inertia thinking,differences of subjects and subjective fallacy,which should be overcome by rigorous and standardized scientific research.
