国土空间规划体系下主体功能区优化与传导研究

Research on the Optimization and Transmission of Main Functional Areas under the System of Territorial Spatial Planning

国土空间规划体系下主体功能区优化与传导是主体功能区战略精准落地的关键。通过文献分析法、归纳演绎法,与国土空间规划体系层级对应构建了"主体功能战略区(城镇开发战略区、农业发展战略区和生态安全战略区)-主体功能区(城镇化发展区、农业农村现代化发展区、生态经济发展区)-主体功能单元(优化开发单元、重点开发单元、协调开发单元、都市现代农业发展单元、优势农业发展单元、生态农业发展单元、生态保育单元、生态治理单元、生态保护单元)"三级分区体系和相应的判别体系,提出了分区引导、指标控制、清单管控和项目实施的纵向传导机制,为实现主体功能的准确识别、精准落地和协同发展长效机制提供参考。

The research purpose is to explore and construct a scientific and effective functional zone zoning system and transmission mechanism under the territorial spatial planning system.The methods include literature analysis and inductive deduction.As a result,a major function oriented zoning system is constructed which consists of three kinds of strategy zones,three kinds of basic zones and nine kinds of unit,and accordingly the index system and optimization technology path are put forward.In particular,the strategy zones include the urban development,agricultural development and ecological security strategic zones.The base zones correspond to the strategic zones,namely including the urbanization development base zones,agricultural and rural modernization development base zones,eco-economic development base zones.Among them,the urbanization development base zones are subdivided into optimized development units,key development units and coordinated development units.Rural agricultural modernization development base zones are subdivided into urban modern agriculture development units,advantageous agriculture development units and ecological agriculture development units.Eco-economic development base zones are subdivided into ecological conservation zones,ecological governance zones and ecological protection zones.After that,four transmission paths are designed through zoning guidance,index control,list control,and project investment,respectively determining the structure of land use,quantity and quality requirements,spatial behavior,investment direction and development timing.The results will be conducive to the accurate identification of the main functions,the precise implementation of the strategy and the implementation of the long-term differentiated coordinated development mechanism.
