The 13th Five-Year Plan for Land and Resources plays an important role in promoting the rational utilization and protection of natural resources.Also it can enhance the capacity of natural resources in supporting national economic and social development.Through evaluation of the execution schedule and implementation effect of the plan,the policy effectiveness can be summarized and the shortcomings can be found out,also the possible optimization path can be formulated.By surveying the implementation effects of the 13th Five-Year Plan for Land and Resources from the public perspective,the key areas of public concern are analyzed,and the contents that need to be enhanced are determined in the plan,also the public suggestions on implementation of the plan are reflected objectively,which can provide references and policy suggestions for optimizing the plan and drawing up the 14th Five-Year Plan for Natural Resources.
