转型后斯洛文尼亚劳动关系的发展分析

摘要 转型后斯洛文尼亚劳动关系体系的发展可以分为三个阶段,这三个阶段的发展体现出政党、工会和雇主组织等利益相关者相互作用的过程。基于利益相关者视角的分析有助于厘清其中社会对话机制面临的挑战以及所发挥的作用。分析表明,在转型初期,社会对话机制在斯洛文尼亚劳动关系发展中发挥了强有力的作用。然而,自金融危机开始,斯洛文尼亚劳动关系体系出现自由主义倾向,社会对话所发挥的作用难以使其社会经济恢复到金融危机前的水平。 Development of labor relations after social transformation in Slovenia can be divided into three stage,reflecting the interaction among the stakeholders such as political parties,trade unions and employer organizations.Based on the stakeholder perspective,this article analyzes the challenges and roles of the social dialogue mechanism in the Slovenian labor relations system.It is found that in the early period of the social system transformation,the social dialogue mechanism played a strong role in the development of labor relations in Slovenia.Since the financial crisis,the system had showed a liberal tendency,and it had been hard to restore the original social dialogue mechanism.
