论新时代学生体质健康多元治理的现代化

Research on the Modernization of Multivariate Governance of Students'Physical Health in the New Era

经济发展推动了社会结构的变化和学校教育的进步,导致了不同时期学生健康的问题表现和治理重点的变化。健康价值观和治理结构的稳定以及法治的加强保障了治理的基本成效。但健康的复杂性导致了学生体质健康治理中的政策边缘化和行动协同、知行合一、监督问责等新困境。新时代学生体质健康多元治理现代化是针对当前学生体质健康方面出现的新问题,构建政府主导、学校为主、家庭抚育、社会共建和个人负责的治理格局,实施系统性、多元化的健康干预,以保障学生健康权利、强化学校健康促进、培养健康生活型态、净化社会健康环境、增强健康自律意识,是治理理念、治理格局、治理环境和治理法治等多要素的现代化。

Economic development has promoted changes in the social structure and the progress of school education,which leads to changes in student health problems and governance priorities in different periods.The stability of healthy values,governance structure and the strengthening of the rule of law ensure the basic effectiveness of governance.However,the complexity of health has led to new difficulties such as policy marginalization and action coordination,unity of knowledge and action,supervision and accountability in the management of students'physical health.The modernization of the multivariate governance of students'physical health in the new era is aimed at the new problems regarding current students'physical health,so as to further build a governance pattern which is government-led,school-based,and of family upbringing,social coconstruction and personal responsibility.To protect students'right for health,it is advised to strengthen health promotion in schools,foster healthy lifestyles,purify healthy social environments,and enhance the awareness of healthy self-discipline.The implementation of systematic and diversified health interventions is the modernization of multiple elements such as governance concepts,governance patterns,governance environments,and governance laws.
