疫情防控常态化背景下中国高校国际合作交流的风险与应对

Risks and Countermeasures in International Cooperation and Exchanges of Chinese Universities under the Circumstances of Regular Epidemic Prevention and Control

当今世界正处于“世纪疫情”“百年变局”“中美博弈”相交织的非常复杂严峻的历史节点,我国教育对外开放面临的外部环境正在发生深刻而复杂的变化。本文通过对疫情防控常态化背景下中国高校国际合作交流工作面临的外部环境风险、合作对象风险、人身安全风险、内部管理风险等各类风险的系统分析,结合高校外事管理的实务经验,提出疫情防控常态化背景下我国高校应坚持“党管外事”原则,强化内控管理,建立涉外项目全过程监管机制;成立工作专班,加强队伍建设,建立突发涉外事件应急处置机制;完善工作台账,精准分类施策,筑牢疫情期间高校涉外安全屏障;关注国际形势、科学制定计划,实现高校对外开放的高质量内涵式发展。

The contemporary world is faced up with the intertwining of Covid-19,centennial global changes,and Sino-American Gaming.The external environment of China's educational opening-up undergoes profound and complex changes.This paper adopts a systematic analysis to the risks in international communication and co-operation of Chinese higher education.They include risks with respect to external environments,cooperation partners,personal safety issues,and internal management.This paper puts forward practical principles of Party's leadership in Chinese universities over international communication affairs under the regular epidemic prevention and control.It is necessary to strengthen internal control and management to set up a whole-process supervision mechanism.It calls for the establishment of special and professional working team and foreign emergency response mechanism.Corresponding countermeasures are targeted to precise classification of relevant personnel and programs to set up security barriers in international affairs.A close attention to international situations and a scientific planning mean to realize Chinese universities'high-quality development and opening-up to the outside world.
