涉台综合公共服务空间的治理模式:基于空间生产视角

The Governance Model of the Taiwan-related Comprehensive Public Service Space--A Perspective of Space Production

推进台胞融入祖国大陆社会需要基层治理的不断创新。通过对厦门思明区涉台服务总部——“两岸青年心家园”的单案例研究,文章呈现基层涉台综合公共服务空间的“复合空间生产一治理”模式。研究发现,“两岸青年心家园”是包括服务空间、记忆空间和宣传空间的复合体,而这种空间结构决定了其治理的复合性。商业-公益服务、两岸历史-文化联系和“去污名化”三种治理路径在共同促进台胞社会融入的同时,也反映了包括功能聚合、情感聚合和价值聚合的复合治理逻辑。在未来的治理实践中,治理主体应当立足空间生产理论的指引,开发、拓展和建构基层涉台公共空间的功能性、社会性和精神性,使之在涉台公共政策体系与两岸融合治理中发挥更积极的作用。

Promoting the integration of Taiwan compatriots on the Chinese mainland requires constant innovation in local governance.Through a single case study of the heart homeland of the Cross-strait s Youths,the article presents an analytical framework of compound space production and governance of Local-level Taiwan-related Comprehensive Public Service Space.The study found that Heart Homeland is a kind of compound spatial structure including service space,memory space,and propaganda space while displaying compound nature of governance.The three governing approaches of business-public welfare services,cross-strait history-cultural ties,and destigmatization jointly lead to social integration of Taiwan compatriots on the mainland.This also reflects the logic of synthetic governance of functional,emotional,and value solidarity.In the future,governance subjects could follow the guidance of space production theory to develop,expand and construct public space for Taiwan compatriots with better economic,social,and cultural functions,bringing about a positive effect on the Taiwan-related public policies and Cross-Strait integration.
