档案双元价值视角的医院档案管理对医院文化建设作用研究

Research on the effect of hospital archives management on hospital cultural construction from the perspective of archives dualistic value theory

随着"五位一体"总体布局的深入落实,医院文化建设应当紧跟改革步伐进行创新性发展。档案管理是文化建设的载体和保障,文化建设是档案发挥作用的重要体现。本研究基于档案双元价值理论,提出前期进行价值分析、中期开发协同管理模式以及发展长期规划机制的"三步走"作用对策。价值分析以工具价值和信息价值双元视角解读医院档案管理,深挖档案作为思想意识和文化信息的载体作用,对医院文化建设发展打下基础;协同管理模式以全局化管理为根基,辅以文化建设宏观目标、完善档案载体以及各科室协作的具体对策,建立院内档案共享网络和信息集成平台,加强档案文化一体化发展;长期规划发展依靠反馈与规划双机制反馈调整文化建设的实践对策,落实文化建设对医院核心价值观的巩固作用。在核心价值观引导下,规范的档案运作流程保障了医院的平稳运行和长远发展,支持了医院文化建设的发展稳固,进而推动综合性医院更好地为社会提供公共卫生职能。

With the implementation of the"five-pronged approach"overall layout,the hospital culture construction should follow the pace of reform for innovative development.Archives management was the carrier and guarantee of cultural construction,and cultural construction was an important embodiment of the role of archives.Based on the dual value theory of archives,this paper puts forward a"three-step"strategy for value analysis in the initial stage,use of the collaborative management model in the mid-stage,and establishment of a long-term planning mechanism.The value analysis interprets a dual perspective of tool value and information value for hospital cultural progress to dig deep into the role of archives as the carrier of ideological awareness and cultural information,laying the foundation for the development of hospital culture;the collaborative management model is based on the overall situation,with the macro objectives of cultural construction,the role of carrier and the strengthening of collaboration among departments as specific strategies,establish file sharing network and information integration platform to strengthen the integrated development of archives and culture;the long-term planning development mechanism feeds back and adjusts the practice of cultural construction through feedback and planning,strengthens the role of cultural construction in consolidating the core value of the hospital.Under the guidance of a unified core value,the perfect file use process ensures the stability and long-term development of the hospital,support the stable development of the hospital’s cultural progress,so as to promote comprehensive hospitals to better provide public health functions for the society.
