Blue Line Planning of Small and Medium Rivers in Mountainous Areas

河道蓝线的划定对水域空间的保护以及城市防洪排水安全的保障具有重要意义。以北京市某山区中小河道为例,基于山区中小河道特点,提出山区中小河道蓝线应包括水域用地线和管理范围线。其中:水域用地线是基于相应河道标准的天然河道水面线,在协调与基本农田、现状用地、现状铁路、现状道路、规划用地、规划道路矛盾的基础上加以综合确定;管理范围线是在河道水域用地线的基础上,适当再向外侧拓展一定宽度。这种山区中小河道蓝线划定方法能有效减少和避免后期对河道蓝线的调整,有助于实现一张蓝图绘到底以及山区河道的发展和保护,并为今后相关规划工作提供借鉴。

The river blue line planning is great significantfor the protection of water space and the safety of urban flood control and drainage.Taken small and medium rivers in mountainous areas in Beijing as examples,it is put forward that the river blue lines should include watersred line and management scope line.Among them,based on the corresponding river standard,the waters red lineshould be comprehensively determinedby coordinating the contradiction with basic farmland,current land,current railway,current road,planned land and planned roadthe natural river surface line;on the base of waters red line,the management scope line is determined by appropriately expanding a certain width to the outside.This method can effectively reduce and avoid the later adjustment of the blue lines of small and medium rivers in mountainous areas,helpful draw a blueprint,develop and protect the rivers in mountainous areas.Itprovide support for relevant planning work in the future.
