This paper introduces the premise requirements of the initial battle command in fire and rescue, combined with the 5 key points that the initial battle command in fire and rescue should grasp. And the paper analyzes the 4 problems that the initial battle command should deal with, and puts forward the corresponding countermeasures which has a certain guidance and reference for the commanders of fire and rescue forces to carry out the fire fighting and rescue operations of initial battle command.
