摘要 随着水资源缺乏问题的日益显著,将非常规水资源纳入供水体系势在必行。目前我国对于非常规水资源的利用仍处于起步阶段,非常规水资源纳入水资源配置体系的研究尚需深入。针对水资源的配置问题,以缺水城市北京为例,以再生水作为非常规水源的代表,采用区间两阶段方法建立水资源配置模型,对再生水纳入水资源配置体系如何获取最大经济效益的问题进行分析,评估非常规水资源在配置体系中的作用。2020年、2025年、2030年及2035年四个年份北京市水资源配置结果表明:将再生水纳入城市水资源配置体系中能极大缓解城市供水压力,带来巨大经济效益。区间两阶段法能合理平衡来水风险与经济收益,能够根据不同水源的经济价值调整配水方案获得经济最优的水资源配置,相比于简单配置的情况,两阶段法一般能将经济收益提升5%~10%。研究成果为考虑非常规水资源的配置方案研究提供参考依据。 It is imperative to bring unconventional water resources into the water supply system due to the increasingly shortage of water resources.At present,the utilization of unconventional water resources in China is still at an initial starting stage,and then how to bring unconventional water resources into water resources allocation system is still necessary to be further studied.Aiming at water resources allocation,a water resources allocation model is established with the interval two-phase method through taking Beijing—a city with water shortage as the study case and the reclaimed water as the unconventional water resource,by which the problem of how to get the maximum economic benefits by means of bringing the reclaimed water into water resources allocation system is analyzed herein,while the role of the unconventional water resource in the allocation system is evaluated as well.The results of the water resources allocations of 2020,2025,2030 and 2035 of Beijing show that through bringing the reclaimed water into the urban water resources allocation system,the urban water supply pressure can be greatly alleviated along with significant economic benefits.The interval two-phase method can not only reasonably balance the incoming water risk and economic benefits,but can also get the water resources allocation with the economical optimality.It can generally enhance the relevant economic benefits by 5%~10%in accordance with the economic values of different water sources compared with the case of simple allocation.The study result can provide a reference basis for the study on the water resources allocation scheme with the consideration of the unconventional water resources.
