Consulting for Policy Consensus Building:Concept,Framework,and Practice of Deliberative Think Tanks

在利益多元化及政策冲突时代,政策制定需要争取各方最大限度的认同和共识。传统智库在产出“共识性”的公共政策上存在明显局限。协商式智库是一种新型的决策咨询组织,它通过组织“协商共识”会议为政策制定的相关方提供利益表达、博弈和协调平台,并在此基础上开展政策分析,为政策共识构建提供启迪。协商式智库以协商式政策分析、公共协商和公共冲突解决为理论基础,其咨询过程及社会功能与传统智库迥异,并构成互补。作者发起的协商式政策实验室近年来开展了多项政策实践,为北京市胡同更新整治提供了成功的政策咨询,彰显了协商式智库的实践价值。协商式智库有助于弥合社会分歧,是国家治理体系的重要一环,它也是一种新型的智库,有助于丰富中国的智库体系和生态。

Policy disputes have brought increasing challenges for policy making and analysis.Traditional think tanks can hardly address the policy issues which involve intensified disputes and are not designed to generate consensus-oriented policy analysis.The article proposes a novel concept and framework of deliberative think tank(DTT),claiming that it might constitute a solution for assisting policy consensus building.After elaborating DTT's theoretical foundations,consulting process,and social functions,it also presents the Laboratory for Deliberative Policy Analysis,a DTT launched by the author,and one of its consulting projects to show how to practice.The article concludes with a discussion of the role of DTT in the national governance system and its implications for think tank research and practice.
