摘要
科技创新能力决定了民营钢铁企业的核心竞争力,科技创新能力的强弱又取决于企业科研项目管理模式是否合理。民营钢铁企业的科研项目具有创新性、复杂交互性、不确定性、快速转化性等主要特征。结合以上特征,在管理实践的基础上,论文提出一种适合民营钢铁企业的基于项目负责人制的矩阵式科研项目管理模式以及严宽并济的科研成果转化机制,有助于提高科研项目推进和科研成果转化的工作效率和成功率,鼓励科研人员和生产现场人员在大力开展科研创新的同时尽可能地避免科研成果转化为企业生产经营带来的潜在风险。
The scientific and technological innovation ability determines the core competitiveness of private iron and steel enterprises.The strength of scientific and technological innovation ability depends on whether the management mode of scientific research projects is reasonable.The scientific research projects of private iron and steel enterprises have the main characteristics of innovation,complex interaction,uncertainty and rapid transformation.Combined with the above characteristics and on the basis of management practice,this paper puts forward a matrix management mode of scientific research projects based on project leader system and a transformation mechanism of scientific research achievements combining strict and lenient measures,which is suitable for private iron and steel enterprises.It helps to improve the work efficiency and success rate of the promotion of scientific research projects and the transformation of scientific research achievements,and encourages scientific research personnel and production site personnel to vigorously carry out scientific research and innovation while avoiding as much as possible the potential risks brought by the transformation of scientific research achievements for production and operation in enterprises.
