摘要
在厘清生态补偿对受偿区技术创新非线性影响作用机理的基础上,基于我国首个跨省流域水资源保护生态补偿试点—安徽新安江流域2010—2018年7个区县的经验证据,运用面板门槛模型研究该地区生态补偿对技术创新的影响。结果表明,生态补偿对该地区技术创新影响作用具有显著的单一门槛效应,呈非线性的"U"型曲线特征,即当生态补偿整体资金投入额小于一定数额即门槛值时,生态补偿资金投入对技术创新具有抑制作用,一旦跨越门槛之后则对技术创新呈现显著的促进作用。因此,政府应注重生态补偿政策实施的连续性以促进受偿区技术创新,努力推动经济转型发展。
On the basis of clarifying the non-linear effect mechanism of ecological compensation on technological innovation in the compensated area,using the experience and evidence of 7 districts and counties of China’s first pilot project of ecological compensation for water resources protection in the cross province Basin-Anhui Xin’an River Basin from 2010 to 2018,this paper studies the impact of ecological compensation in the region on technological innovation using the panel threshold model.The results show that ecological compensation has a significant single threshold effect on the regional technological innovation,showing a non-linear "U"-shaped characteristic,that is,when the total amount of ecological compensation investment is less than a certain amount,i.e.,the threshold value,the investment of ecological compensation funds has a restraining effect on technological innovation;once it crosses the threshold,it will show a significant promotion effect on technological innovation.Therefore,the government should attach importance to ecological compensation investment to promote technological innovation in the compensated areas,to advance the staged characteristics of economic transformation and development,and to pay attention to the continuity of the implementation of ecological compensation policies.
