新时期中国重点领域节能增效潜力分析及对策建议 被引量:7

An Analysis on the Potential of Energy Saving and Efficiency Enhancement in Key Fields of China in the New Era and Suggestions for Countermeasures

摘要 本文在对节能减排相关文献进行梳理的基础上,分析了近年来中国工业领域、建筑领域和交通领域的节能增效成绩,发现工业领域产品单耗持续降低,公共建筑能效水平有所改善,交通领域更加绿色低碳,这些领域节能增效潜力显著。然后从推进绿色制造、提升建筑能效、构建绿色低碳运输方式、推动产业园区节能改造、创新驱动提升节能效用、完善市场化节能机制等方面提出了提升中国重点领域节能增效潜力的对策建议。 On the basis of combing the literaturerelated to energy saving and emission reduction,thispaper analyzes the achievements of energy savingand efficiency enhancement in China’s industrialfield,construction field and transportation field inrecent years,and finds that the product unit con-sumption in industrial field continues to decrease,the energy efficiency level of public buildings hasimproved,and the transportation field is moregreen and low-carbon,and the potential of energysaving and efficiency enhancement in these fields isremarkable.Then,we proposed countermeasuresand suggestions to enhance the energy saving effi-ciency potential of key areas in China in terms ofpromoting green manufacturing,improving building energy efficiency,constructing green and low-carbon transportation modes,promoting energy sav-ing transformation in industrial parks,promotingenergy saving utility through innovation,and im-proving market-based energy saving mechanisms.
