我国地方教育发展的战略决策与实施路径探寻

The Strategic Decision and Implementation Path of Local Education Development in China

地方政府对未来五年、十年乃至更长时间段的教育发展做出规划,实质是一种战略策划。建设中国特色的社会主义教育强国,有赖于中央和地方的勠力同心,地方教育战略要响应与落实国家教育发展战略,首先要对教育发展环境做深入的研判,据此确立战略决策思路,要善于在资源导向型和机会导向型之间进行权衡和取舍,并对攀比跟风型和被逼无奈型决策思路展开反思。教育高质量发展是当下教育改革和发展的主题,须贯穿战略规划目标、任务和项目及其实施的始终,地方教育战略决策过程要响应国家教育战略的要求,要对人口及经济社会发展做出教育上的回应,要参照与借鉴同类地区的成功经验,也要对基层学校及其他教育机构发挥引领和支持作用。地方教育战略的实施过程,既是一个既定战略的解码与执行过程,又是为国家战略寻找地方路径、创新地方经验的过程。文章在最后部分以案例剖析的方式阐述了教育战略在实施过程中如何为国家战略寻找地方路径,如何创造出独一无二的地方经验。

It is in essence a type of strategic decision-making for the local governments to make strategic planning for educational development in the next five years,the next decade,or a longer term.Constructing a socialist China with its strength in education depends on the concerted efforts made by the central and the local governments.The local education strategy must respond to and implement the national education development strategy.In order to do this,it should first make an in-depth analysis of the environment of education development,and establish strategic decision-making ideas accordingly.It should also be good at making an appropriate choice between the resource-orientated and the opportunity-orientated developments,and keep a critical eye on making educational decisions motivated by keeping up with the trend or coerced by the development of the trend.To achieve a high-quality education is the theme of the current education reform and development,which should run through the objectives,tasks and projects of strategic planning and its implementation.In making their own education strategies,the local governments are supposed to respond to the requirements of the national education strategy as well as the changes in the population and economic and social development;to refer to and learn from the successful experience of other similar regions;and to guide and support the development of their schools and various educational institutions.The implementation process of local education strategy is not only a process of decoding and implementing the national strategy but also a process of seeking local paths and innovating local experience to facilitate the overall implementation of the national strategy.Finally,the article explains how to find a local path for the national strategy and how to create a unique local experience during the implementation of the educational strategy in the form of case analysis.
