Government and the market are indispensable"two hands"in water governance,as they are interrelated with special advantages of their own.Promoting ecological protection and high-quality development needs complementary advantages of the two hands to form a joint force.Lastly,measures and suggestions are given from the aspects of clarifying water right and maturing water market,optimizing water allocation,perfecting water pricing mechanism,water conservation and fund-raising for investment.
