连云港市“放管服”改革的经验、问题及对策研究

党的十八大以来,党中央、国务院把处理好政府与市场的关系、转变政府职能作为全面深化改革的关键,而“放管服”改革是正确处理好政府与市场关系的重大举措。在全面理解和把握“放管服”改革内涵的基础上,以连云港市“放管服”改革为研究主题,提炼连云港市已有的“放管服”改革经验,并进一步强调要注意“放管服”改革的系统性、多元协同参与机制的建立、监管方式的创新、服务的进一步优化,让改革的效果由服务的市场主体来评判,以期为政府改革提供一定的启示。

Since the 18th CPC National Congress,the CPC Central Committee and the State Council have taken dealing with the relationship between the government and the market and changing government functions as the key to comprehensively deepen the reform,and the“release,management and service”reform is a major measure to correctly deal with the relationship between the government and the market.On the basis of fully understanding and grasping the connotation of the“release,management and service”reform,taking the“release,management and service”reform of Lianyungang City as the research theme,refining the existing“release,management and service”reform experience of Lianyungang City,and further emphasizing the need to pay attention to the systematicness of the“release,management and service”reform,the establishment of multiple collaborative participation mechanisms,the innovation of supervision methods and the further optimization of services.Let the effect of the reform be judged by the market subject of the service,in order to provide some enlightenment for the government reform.
