关于推动海南省免疫无口蹄疫区向OIE申请无疫认证的若干思考

Thoughts on Promoting the Application of Recognization by OIE for Hainan FMD Free Zone with Vaccination

在当前海南自由贸易港建设背景下,为满足新形势下动物及动物产品国际贸易刚性需求,须推动海南省免疫无口蹄疫区OIE认证与海南自由贸易港建设相配套。本文通过分析海南省免疫无口蹄疫区维持无疫建设的现状,对照OIE口蹄疫无疫认证的有关规则和标准要求,建议理顺兽医体系,建立外检内检互认机制,强化动物疫病防控技术支撑,联合共建动物隔离检疫场,构建动物疫病防控监管大数据平台,建立外来动物疫病防控合作交流培训中心,着力提升海南省动物疫病防控能力,谋划推动海南省免疫无口蹄疫区向OIE提出无疫认证,以进一步促进我国兽医领域对外开放,提升海南省兽医工作在国际上的认可度。

In order to meet the rigid need of international trade of animals and animal products under new situations,the recognization by OIE for Hainan foot-and-mouth disease(FMD)free zone with vaccination should be promoted to match current construction of Hainan Free Trade Port.In the paper,the status of the free zone was analyzed,and with reference to relevant rules and standards concerning OIE recognization,some suggestions were proposed,such as clarifying veterinary services,establishing a mutual recognition mechanism for external and internal inspection,strengthening technical support for animal disease prevention and control,jointly building animal quarantine stations,and establishing a big-data platform for animal disease prevention and control supervision,organizing a cooperative exchange and training center for prevention and control of exotic animal diseases,striving to improve the capacity of animal disease prevention and control,and planning to promote the application of recognization by OIE for the free zone,with a view to further opening up the veterinary sector to the outside world and improving international recognition for all veterinary eff orts made in Hainan.
