摘要 我国经济社会快速发展,公共利益主体多元化、需求多样化,政府有限的公共服务能力和社会无限的公共服务需求之间的矛盾日益突出,党的十八大在全面深化改革的总目标中提出要"推进国家治理体系和治理能力现代化"。为深入贯彻习近平总书记关于"数字中国"建设的重要论述精神,落实党中央、国务院相关工作部署,各级政务服务生态系统结合"放管服"的改革要求,应用数字技术开展改革工作,推进政府治理现代化,政务服务数字化,运用大数据整合社会各方面资源,鼓励社会力量参与,提供更优质的公共产品和服务,满足人民多样化需要。在学习和梳理治理体系和社会治理能力现代化相关理论研究的基础上,以地方政府政务服务中心为研究对象,查阅相关政策,访问各级政府的门户网站和信息平台,归纳总结政务服务中心数字化改革取得的成效和存在的问题,并借鉴相关经验,提出政务服务中心数字化转型改革方案。 The rapid economic and social development of our country,the diversification of public interest subjects and the diversification of needs,the contradiction between the limited public service capacity of the government and the unlimited public service demand of the society has become increasingly prominent.The 18th National Congress of the Communist Party of China is in the overall goal of deepening reforms.There is a mention of“promoting the modernization of the national governance system and governance capabilities”.In order to thoroughly implement the spirit of General Secretary Xi Jinping’s important exposition on the construction of a“digital China”,and implement the relevant work arrangements of the Party Central Committee and the State Council,the government service ecosystem at all levels combines the reform requirements of“delegation,management,and service”,and applies digital technology to carry out reform work.Promote the modernization of government governance,the digitization of government services,the use of big data to integrate resources from all aspects of society,encourage the participation of social forces,provide better quality public products and services,and meet the diverse needs of the people.On the basis of studying and sorting out the relevant theoretical research on the modernization of the governance system and social governance capabilities,taking the local government government service center as the research object,consulting related policies,visiting the portal websites and information platforms of governments at all levels,summarize the results and existing problems of the digital reform of the government service center,and draw on relevant experience to put forward the direction of the digital trasformation reform scheme of government service center.
