The migration of ethnic Hui people has been making a unique contribution to the implementation of the Belt and Road Initiative(BRI),especially in Arab countries.Applying the“middlemen theory”,this paper presents a case study of ethnic Hui people’s migration from China to Dubai. These migrants have not only promoted international trade and cultural exchanges between China and Arab countries including the UAE,but have also acted as middlemen spreading Chinese culture in the region. As an important part of the overseas Chinese community,Hui migrants have actively integrated into the host society, meanwhile opening up windows for Arabic people to understand the cultural diversity in China. These migrants’Muslim identity helps enhance their proactive role in participating in the UAE and the consequent cooperation between China’s BRI and the region, where in turn provides a very suitable space for these migrants to maintain their ethnic advantage during the cooperation.
