北约新一轮变革趋势与影响:“北约2030”改革报告评析

The Tendency of NATO's New Strategic Reform and its Impact:An Analysis of“NATO 2030”Report

当前外部安全环境的变化使得北约“2010年战略新概念”亟待更新,北约改革势在必行,这在“北约2030”改革报告中得以体现。北约新一轮变革有三点变化引人注目:一是北约试图进一步增强政治角色,将自身重塑为政治、军事双重同盟;二是随着传统大国竞争回归和全球性新风险的增多,北约将突出应对中俄与非传统安全威胁;三是北约将以亚太为重点发展全球伙伴关系。当然,北约的战略转型也面临着与欧盟机制重叠、威胁认知难以协调和军费分担问题的制约。在中美大国竞争新形势下,中国需对北约的变革趋势与影响保持高度警惕。

The current external security environment changes make it imperative for NATO to update its“Strategic Concept 2010”,which has been reflected in“NATO 2030:United for a New Era”report.In the new round of NATO’s reform,there are three remarkable changes.First,NATO tries to enhance its political role and reshape itself as a dual political and military alliance.Second,with the return of great power competition and the emergence of new global risks,NATO will focus on dealing with China,Russia and non⁃traditional security threats.Third,NATO will develop its global partnerships,especially those in Asia⁃Pacific region.Of course,the strategic transformation of NATO will face the dilemma of institution overlap⁃ping with EU,divergent threat perceptions and inequalities in burden sharing among its member states.Under the new situation of great power competition between China and US,China needs to be highly alert to the trend and influence of NATO reform.
