县域治理的内涵、特征及其重要性

“县集而郡,郡集而天下,郡县治,天下无不治”;“郡县治则天下治,郡县安则天下安”。县历经两千多年而未变,一直是我国国家治理结构的基本单元,并且许多地方的域名及其格局延续至今。县作为当下中国一级行政区划,是一级完备的基层政权。对上,要贯彻党的路线、方针、政策,落实中央和省市的工作部署;对下,要领导乡镇、社区,促进社会与经济发展、服务民生。县域成为国家机器治理的重要环节,成为重要的“接点”部位,而且其影响力越来越彰显其特定的关键地位。县域治理在整个国家治理体系中发挥着不可或缺的作用,其特殊性无法替代,其重要性不可或缺,它在一定程度上决定着实现国家治理体系和治理能力现代化的进程。所以,研究县域治理具有极强的理论意义和实践意义。

"Counties comprise cities,and cities comprise the whole world.As long as cities and counties are governed well,the whole world will be governed well."The county has remained unchanged for more than 2000 years.It has always been the basic unit of China's national governance structure,and the domain name and pattern in many places continue to this day.As the first level administrative division in China,the county is a complete grass-roots political power.At the top level,we should implement the Party's line,principles and policies and complete the work arrangements of the Central Committee,provinces and cities;at the bottom level,we should lead townships and communities to promote social and economic development and serve the people's livelihood.The county has become an important link and"contact"point of the national governance machine,and its influence has increasingly demonstrated its specific key position.County governance plays an indispensable role in the whole national governance system.Its particularity cannot be replaced and its importance is indispensable,which determines the process of realizing the modernization of the national governance system and governance capacity to a certain extent.Therefore,the study of county governance has strong theoretical and practical significance.
