Comparative Analysis of the New and Old Versions of GB 22128

本文在GB 22128-2008《报废汽车回收拆解企业技术规范》的基础上,构建GB 22128-2019《报废机动车回收拆解企业技术规范》(国家标准公告2019年第15号)和旧版标准对比分析。结果表明,2019版标准新增了企业建设项目选址及产能、电动汽车拆解等要求;调整了原标准技术要求较低或不完善的相关内容;删除了原标准中与715号令等法律法规中已经明确的或与之相冲突,并不适应行业发展需要的管理要求;本文的分析有利于报废动车企业尽快理解、执行报废机动车回收拆解的技术要求,推动行业的发展。

In order to help enterprises to understand and implement the technical requirements of retrieving and dismantling scrapped motor vehicles as soon as possible,this article has made a comparative analysis of the old and new versions of GB 22128-2008,Technical specifications for end-of-life vehicles recycling and dismantling enterprise.The results show that GB 22128-2019 has been modified in format and added new requirements,such as site selection of enterprise construction project,production capacity and dismantling of electric vehicles.The standard has adjusted the lower and the imperfect technical requirements in the old version,and delete the content that has conflict with the laws and regulations to meet the needs of industrial development.
